I wonder if there could be a policy of dropping outdated plugins?

I don't think a policy would be a good idea since you don't want to penalize developers contributing open-source :)
I think a better way would be incentivizing updates by ranking higher in .org search results. WP.org already provide some sort of incentive for updates by setting the default order of tags to "last update". But I don't think it's enough.
