Good questions rised by Josh. Lack of transparency or at least rules governing what is transparent and what is secret does not help the community be the best version of itself.

I think the question should be framed differently. We should know what data WordPress.org collects, and the visibility of that data should visible in one place. There are certain types of data -- e.g. what plugins a specific website has installed -- that shouldn't be collected by WordPress.org.
